If you don't have any addons, try deleting interface folder (and wtf, but save macros and keybinds first)

are you using 5.4.2 client with "wow.exe" form 5.4.8 or a 5.4.8 client?

Use this macro:
/run
EnableAddOn("Blizzard_
PvPUI"); ReloadUI()

Not sure if it called Blizzard_PvPUI or Blizzard_PVPUI

This macro works for all addons. Just replace the addon u want to enable.

Try enabling them manually through its local file:
\WTF\Account\ACCOUNT_NAME\REALM\CHARACTER_NAME\Add Ons.txt
Enable all Blizzard_<addOn>
