Lordaeron Haunted Memento

I bought a Haunted Memento off the Auction House on Lordaeron. When I move it in my inventory I get a message 'Spell not available to you'. I saw other posts about it here on warmane where people used it to spam ghosts in capital cities. The effect seems to be disabled on purpose.

The item is entirely useless in its current state. I really wanted it so I bought it but obviously it's not help if it's disabled.

Is the spell effect going to be enabled again? Or what's going to happen?

It may be enabled again at one point once it is fixed, but not until then. We don't need people covering entire cities with the ghosts. It's annoying to players and it doesn't help realm stability.
