Technical Problem after updating to 5.4.8

After update to 5.4.8 threat is completely gone on my client, no addon picks up threat, default blizzard ui also does not show any threat. I've tried everything that i could find on this problem, like setting cvars, trying different clients with and without addons with no luck, recently ive tried to connect to a different server with the same client and threat there works as expected, so it got narrowed down to server specific problem. Need a GM or someone to assist me on this problem.
