Location and NPC that gives you quests

As the title says, I need the NPC who gives you quests for taming other beasts.

NPC named Thotar at Razor's Hill doesn't give me any quests. I checked the starting area and it seems like I've done all the quests. By the way, I'm an orc hunter.

I got only Beast Lore, but that spell is to see if that beast is tameable or not, I need the tame beast spell right, and I don't have it.
