So it's been confirmed that the core we were promised is finally coming on the 23rd March 2016. So what can we expect? What will change? Will we immediately notice changes?

Yes you will immediately notice alot of changes.
ALOT of quests fixed, alot more content properly scripted :)
Some class bugs coming, some others going.
and ofcourse pathing being much improved, anti-cheat being improved etc.Edited: March 19, 2016

Nearly Blizzard.
Mob LoS almost perfect, almost 99% of quests working, nearly all instances working (have not heard at least a single one not working), perfect pathing and what not.
Surely there are some new bugs.
But with minor polishing, we will be...

About the class bugs I wonder how will effect PvP and PvE for example certain classes were double dipping in certain talents and abilities the few weeks will interesting.

I'm wondering just about the PvP atm so -
1. Class bugs? Anything noticable?
2. Which BG's are scripted?
3. How's SotA/IoC working?
4. Any double dipps etc like old core used to have/still has?

they just dont test it there, that realm is about killing dragons, so we will test some pvp related **** by ourselfs
