Mop havoc spell lock not working on warmane?

Why cant you duplicate spell lock with havoc on warmane? sac pet > havoc > spellock two targets . I ve been playing here for so long that i thought it was a blizz fix and they just removed it based on that , but playing other 5.4.8 servers and they all have it working made me go search through the patch notes and fixes , i found no mention of any removal of spellock from havoc. Even on the hotfixes notes on havoc.

in fact its still on wowhead on the list of spells :

Affected spellls:

Mortal Coil , Shadowburn, Immolate ,Conflagrate , Incinerate , Chaos Bolt ,Immolate, Shadow Lock , Spell Lock

and after a quick google i found mentioned on a very recent WOD destro guide


So why is it not working here? there has to be a fix i didnt find , there is no way its not working here without being intended , and somehting like this couldnt get pass all the warlocks. Thank you
