Between those two, Havoc is far better choice, mithrios is worse than most weapons due speed (lower weapon damage regardless of having the same dps.) I think.

Weapon damage vs Weapon dps doesn't matter unless you're relying on constant attacks on the target. Prot pvp does not. Hammer of the Righteous scales with weapon dps. If a fight is lasting long enough for weapon damage to be a factor, then the fight has drawn out too long already.
Its not pve where you stand 7/24 on target and able to hit everytime weapon swing resets, thats one more reason for using lower speed higher damage weapon besides scaling, if you were relying on constant auto damage it wouldnt matter, not vice versa.
