harbinger ring is very good for how cheap it is
pillars of might (legs) are also very good pre tier10, but they are pretty expensive
Boots of Kingly Upheaval (boots) are also great
Saronite Swordbreakers (wrist) is also great

Those are the only boe's i would really consider for tanks in general
