Cataclysm Expertise and Hit cap ret pala

i play on neltharion and i was wondering is expertise and hit chance bugged for ret paladin, and if not, whats is the minimum for them (PVE)

hit chance for PvE is same as pvp (5%) as for expertise, bosses don't seem to have dodge/parry scripted, or if they do it's really low, making something like 7-9 expertise what most people use
