Technical autoattack not activating from other abilities

When I open a fight with any spell - in Retail my autoattack used to get turned on automatically. In Warmane WotLK and MoP, I have to manually activate my autoattack. I can't find any options under Interface to change this feature, so I think it's disabled on Warmane servers. To compensate, I'm creating individual macros for all of my abilities that read:

/startattack
/cast Whatever Ability

Am I missing something here, or can this be enabled by Warmane?

EDIT: Disabled all my addons... no change.
