Not sure, but it looks like a somewhat heavily modified version of ElvUI which could easily be remade knowing that ElvUI for 3.3.5 exists perfectly as it does on retail. https://github.com/ElvUI
I've tried ElvUI and it doesn't appear to be that. The closest resemblance I got was with X-perl unit frames, but even that was only somewhat similar.
It is old TukUI designed for 3.3.5. The Dev team took down the old download deposit, so I doubt it is no longer available.
The alternative is backported ElvUI that works just fine. The design is very modern as it is basically the ElvUI supporting the retail Blizzard server.
ElvUI and TukUI are developed by the same Dev team, so it looks very similar.
As far as I know, ElvUI has more aesthetic function while TukUI just does the same without the "beauty" part.
