You need to donate your real, hard earned money so they have funds to pay people to work on them. Every time I've asked in-game and out of the game, I'm told it's because they don't have enough money. It screws up the RDF as it can't choose certain ones so it'll say your time in queue will be for 42 days or something ridiculous. I've been in queue for 2 hours and 48 minutes before giving up.
