Pretty much what Drkwispurr said. With coin/vote shop it's possible to get BiS pve gear for PvP, playing with 900ish resilience and being lucky with trinket procs can lead to pretty high damage output. As Markux said, meta shifted from S8 on retail, healers need more resilience than they needed on S8 live to counter the damage.
