So I'm considering of starting MoP and my questions are: how is the server in general - questing, BG's, are there alot of bugs, is there a working RDF.

bg are always active (random bg I mean, not rated bg). As Horde queue last than 5 seconds, as alliance more.
yes, rdf should work I guess
questing well... until levl 85 is fine, once in pandaria I would say 50-60% of the quests work

what about end game instances and instances in general ?

and what about every class's spells and talents are they 100% working ?

almost all instances are closed besides MoP ones from MoP side everything is opened up to ToT hc and few bosses in SoO which need lots of work
questing is ok but u are gonna struggle in cata zones, rdf as a tool works but u cant lvl with rdf almost everything is closed u can check the list on opened instances that is the actual list of all things opened.
classes work fine you will not have a problem lvling with any class

most of low level instances are closed, but they will be opened "soon".
MoP instances are all opened
about spell and talent no MoP private server has 100% spell and talents working but the MoP realm should be the one with higher %
