Since a lot of UI is located in Interface/AddOn, would having a Cata/MoP/WoD interface in WotLK (stun display, calender, etc.) be possible?
Is the whole interface in the addons folder? Would they work on older versions?

Possible but requires some knowledge in wow API and problem solving skills to do backport.
Either enable Lua errors in interface / help or get addons Bugsack + Buggrabber.
Just install the addon you want to backport (might have to change interface version in TOC file but I believe it does basic check (current interface < addon interface).
Login and start fixing bugs from first error, /reload and repeat.
I backported LossOfControlFrame almost completely, had to do few custom changes since as Desolution mentioned, API doesnt match (almost some visual aspects just bothered me like the red thing). Took few hours to do it.
TLDR: No, but if you are ready to use lots of hours to fix errors its possible.
