WotLK Half Pendant of Aquatic Endurance for Horde not appearing?

Hey guys, so I'm trying to do this Druid quest on Icecrown, the one required for Aquatic Form, but is now defunct (you get the form for "free" as a skill from the trainer now).

I know I don't NEED to do it, but I like doing my Druid quests, and I found the first Half of the Pendant in The Barrens (Sludge Fen) just fine. But when I made the trek to Silverpine to get the other half (in the water, off the coast near the ship wreck), it doesn't seem to spawn. I have combed the cliffs and can't find it for the life of me; double checked coords and maps with routes/quest helper etc.

So.. is this bugged? Can this not be completed?

Go deeper into the Ocean and it will spawn trust me it will be out there you'll probably start to get fatigue but you'll be ok!

When did you do it? Because I looked EVERYWHERE around the outcropping. I'll have another scan...
