lag spikes

Whenever I move my camera with my mouse, I get weird lag spikes for less than a second, that send my camera all over the place. This means that I am pretty much unable to walk with mouse.
Does anybody know how to fix this?

I think as i recall it has to do with :

a)resolution
b)full windowed mode
c)aero theme.

One of these will fix the issue.

What exactly do you mean with resolution? I had full windowed mode enabled, but disabling it did not help unfortunately.
Aero theme is not a thing on windows 10 I believe
