I started playing a frost DK ages ago, when Strength stacking was the way to go. But I find my damage dissatisfactory these days, and I heard that since Frost Strike's double-dipping was fixed Strength stacking becomes obsolete. Does this still hold true?
The problem is that at the moment, even with full Arpen gems, my current gear cannot reach the 1400 cap. With this in mind, do I switch to Arpen only when I can reach the cap, or is it fine to do it now? Or am I doing something wrong with my gears?
Frost strike hits like wet toilet paper atm so stacking strength when you aren't arp capped is obsolete. There are certain buffs frost strikes aren't benefiting from atm.
With your gear and race it is hard to reach the arp cap without sacrificing some expertise or hit.
Also replace your offhand weapon with a slow weapon.

I have BVB, would that be okay?

Going for T10 gloves with the ICC10 legs and one of the arp wrists is probably the best you could do atm. Your hit and expertise vales should be covered (200+ hit and 22 expertise) and you gain a lot of arp.
