a) use the search button next time!
b) No, nothing can be done at this point in time. Increasing the cap would make the realm unstable and/or laggy as hell *as it is for many players already with this cap*. So the two options you have is either wait or donate once 10 euros to permanently skip the queue.

We have many other realms, and Icecrown is not full all the time but just in the peak time (afternoon ST).
Also, as Deathmastered has replied to you, there are a few other threads talking about the same thing.
