Need help picking a realm

Hi, I used to play Wotlk on Magic wow before it was shut down. I played PVP almost exclusively, did not do much raiding.

I am interested in playing Wotlk again and will be doing PVP exclusively (BG, Arena) but also want to experience the lvl 1-80 experience via questing (So instant lvl 80 is no go)

That leaves me two choices: Lordaeron vs IC

IC seem to have a queue time and high latency, not great for pvp (But I was used to have over 100 ping on Magic Wow)

Guess what I would like to know which realm is better for pvp in terms of faction balance, current status of skill level.

One last thing, how pay to win is the donor system of this server and how much gear can you get from voting point?

P.S I used to play strictly arms warrior in pvp.

From what I've heard, Lordaeron pvp, especially in theworld, isn't super active. I can't say much about their arenas though. I do know that Icecrown is pretty active in all aspects of pvp.
