Decided to try my luck here aswell since nobody is replying.

I bought a petition in Dalaran, my friend signed it, went back to the same NPC I got it from to hand it in, nothing.
I went to Nagrand to try my luck thinking that one was bugged, my friend signed it again, I go back to the NPC, nothing.
I'm either blind or missing something. Help?
To avoid confusion.
We're both Death Knights, I have 3.2k gs he has 4.1k gs. He signed the charter, I tried handing it in, I re-bought it multiple times. Nothing seems to be working.
