I'm not sure I fully understand your question.

"Chance on melee and ranged critical strike to increase your haste rating by 410 for 10 secs."

Ranged attack = physical with bow/gun etc.

That's correct. It only functions for melee physical attacks and will not be triggered by ranged physical attacks.
