Is this talent bugged on this server? I dont see any prot pal taking this talent and I dont see any indicator on bosses (dungeons or raid). I checked bugtracker and couldnt find any reports, so either it is working or noone cared enough to post it there. 20% reduced attack speed is a lot so I was surprised noone had that talent when its marked as must have in most guides/discussions.

It does work. Most prot pallies don't take it because there are frost/unholy/tank dks in a raid with improved icy talons.
