Could, yes. But you should also understand that 1) the transmog system is entirely optional and 2) the legendary scrolls have a rather low drop rate.
To be determined, but likely in the 5-10 coins neighborhood.

On retail Two-handed axes, maces, and swords can be transmoged to each other.
Same applies to one-handed axes, maces, and swords.
Staves and polearms can be transmogrified to each other.
Will this also be here possible?

Both Wrath of the Lich King realms are currently down for the updates to be applied. As said before, scrolls being dropped from PvP is not implemented yet, we need to do a few checks more to make sure everything is alright but that is no reason to delay the release further.
If everything goes alright, we might make a small event for Halloween to celebrate the creativity of players, featuring best costumes and such, picked by the community, but that's not a sure bet yet.
