WotLK DK - When will I get all my talent points?

Currently I'm at the starting area at lvl 61 with only 12 points of talents...

Did you do all your quests?

They each give ranging number of talent points, and at the end of Scarlet Enclave, you'll get your full normal talent points. The quests are by far designed to not be missable

I haven't finished with the massacre quest yet.
Will I get all the talent points after?

No, you'll get some talent points, but not all. You have to finish all the DK starter quests to get all your talent. I'm not sure if that includes sending the letter to faction leader, but that should include The Light of Dawn.
