Are PVP rank titles obtainable?

Is it still possible to obtain them? Such as Knight-Lieutenant, Private, Commander. I've seen some people with those titles not so long ago.

They were on old core, it was custom content back then. They are supposed to be Vanilla ranks only, Im in favor of them bringing them back tho gives pvp a little more 'drive'.
