Why doesn't AOE loot work in a party?

Is there a way to turn it on or fix it? it's really annoying not having it for instances and raids.

Because someone can ninja loot useful common (White) items just because he loots faster, like mote of harmony or windwool cloth or any other useful similar items so every time you kill a mob server chose a random person from party or raid to be only one who can loot that mob so he has a chance to get some useful items too and prevent ninja looters to ninja items just because they are faster and more greedy.

Retail most certainly did work that way, and it's a PITA not working in group.
If you have some snot taking everything, perhaps you should re-evaluate looting set on free for all.
