Is there ANY guild for new players?

I've come back to wow after a few years of not playing. I'm trying to find a guild to join, since I haven't even hit 80 and would like to chat and talk to people, ask for advice and give some too. But it seems that all that "modern" guilds care about is GS and achievements. I mean, really? What happened to the community spirit that existed in Neltharion back on molten with WotLK? Can I only join a guild after I've fully cleared ICC with pugs? I'm willing to join anything right now...
