No one on the server ><

Hey im new to this server just made a character on icecrown and I cannont see anyone or /who anyone online.. do I have to reach a certain lvl before I can see how many people or on or talk to other people?

/who is limited to 49 people.
You can find people in most places of Azeroth, specially Stormwind / Orgrimmar and Dalaran. If you are not seeing anyone it could be either a client issue or a phasing bug (second one can be solved by opening a ticket in-game).
