I don't know whether I am supposed to have it by now or not, but I've read that you only need to be ~level 12 to get it, and I saw a ~level 21 using it. I went all the way back to the starting zone for Taurens to see if I could get it there, (cause I also managed to skip the Earth totem for a while and had to go back to get it) but nobody had the quest that I was supposed to do. I also have the spells I can use for it, and looked at the Shaman trainers in Thunder Bluff, Orgimmar, and others but none of them had the quests either. So I don't know whether I skipped it and it's unobtainable or if I am just not looking right, or too low of a level or something.
