From my experience as a 8 year TBC player, I have to say I wouldn't change anything. You are right that horse racials are better, but not for every class. And I have to say, better racial is just smaaaaal piece of succes. Everything can be beaten, if you know how to do it. So as for me, I don't really care if there will be thousands of ud, I'm still gonna stick to alliance.
PS: take a look on Excalibur server, bigger population of horde, but alliance wins 90% of BGs. Racial won't help you when you are scrub. Smaller amount of alli players will make them play together and work as a team.
