I've recently noticed that using /who or shifting clicking a name is bugged and can only be done once unless you relogg... can this be fixedd

Exactly, /who command has some intentional delay. Please, see my response about this same topic here.

There is a delay for the same reason we have a delay in the AH, to prevent bots flooding us with lots of requests.

We do show online people already, you just have to check the home page. If you do not trust these numbers, you will have to search for alternative ways to count the population.
