That's mostly the case because alliance on icecrown has most of the good pvpers. If a system like I suggested were to be implemented and made people well aware of it pre-launch, then you would see a more balanced mix of pvpers across both factions. Would still be horde favored, but to my belief not nearly as much.
Could also add that this is sort of what Blizzard did with Legion since they gave up trying to balance racials.

The again, with current PvPers playing on ally side, the chances they'll switch to horde are fairly lower.. Maybe most of the people joining from lorda/Icecrown will stay as ally while those coming from outside warmane community will join horde with ratio 60/40.

Most of Alliance PvPers are ex-Horde that went there for racials or people that chose Alliance for EMFH.
A lot of people don't care about factions and will go where it is better for them.
Who cares if PvP playerbase has such a huge difference? Arenas and PvE will be unaffected, the only ones suffering will be BG heroes.
Now that can be solved as well with cross-faction battleground queues but if Warmane doesn't want to make a custom change just so people stop running to the stronger faction it's totally fine.

I think his point is that there's no "imbalance" because of it on PvE. It's not like the amount of people in Horde directly changes anything in the PvE aspect for Alliance - and getting "ganked" while doing PvE is still PvP.

Don't dismiss "BG heroes" so easily. Honor and marks are a large time sink for arena offsets, daily quests, and bonus weekends draw lots of players. Many arena players will queue for fun in their BiS exclusive arena pvp gear.
Look at the Icecrown Bg scene vs Arenas, very often the arena ladder is completely dead during low pop, while bgs run 24/7.
The history of TBC private servers is pretty bad, but I think x5 rates and free transfers if needed, will remedy any severe problems. I know I plan on making one Horde and Alliance, its always more fun that way

Don't worry, I like BGs as well. I completed my wf gearing as soon as possible on Icecrown and since then I only did battlegrounds so I am a BG hero as well.
Speaking about BG heroes as a BG hero I think gives more credit than someone on the outside trashtalking BG heroes. I am simply realistic.
Arenas will be the only reason hardcore arena players come to be orcs/undead or whatever is needed, just like human EMFH in WotLK.
I'm sorry but if a guild run of 25 players is unable to complete a raid no racial will help them. No matter the faction.
Racials could be useful to the ones that like maxing out their DPS but is not needed to progress through content if you are able to perform basic actions regarding an instance in correct order. Which is not very hard.

That is true except for:
tanks, mage, warlock, heal priest, dps war, rogue.
Which leaves:
hunter, shadow priest, retri pala, dps sham.
Mookin and feral dps is neutral.
Since for this expac the dps ranking were like this back in retail:
hunter>rogue>warrior>warlock>mage>sham>pala>druid> spriest
I would say alliance comes out on top overall.

"my errors": So you have 1 with mages going to horde.... and 2 with shaman+priest going to alliance.
7 out of 9 classes alliance was top dps, with mage obviously dubious... make your choice.

since you love statistics so much now go back and check how many of top PVE guild are horde and how many are alliance.you can check for each tier in wowprogress.half of the tiers there is max 2 or even 0 alliance guilds in top 10.
the funny thing is back then method seems to be alliance guild.but when they opened faction change they move to horde LOL i wonder why..

You're mistaken. TBC as you know it is gone, gone forever. Private server players have had 10 years to learn and grow. They are not committed to this faction or that when there are x5 rates and item shops.
We want to play a private server emulation of TBC, we can't go back to when everyone was a noob and used alakazam and thotbot. We find a balance somewhere in the middle.
