What is the best spec for a fresh 80 mage?

For a fresh level 80, I would say Arcane.

It requires the least hit rating to cap (soft cap being 8%), which will let you focus on other stats more.
Also it is not heavily dependent on critical strike rating, as opposed to the fire specs, which need a considerable amount to work properly.

A beginner spec would look something like this:

You can consider swapping to a fire spec as you get closer to the 50% self-buffed crit mark. At that point, I would recommend TTW Fire over FFB.
