Defias Messanger in Westfall?

Hey y'all, I am not sure if this guy is bugged or not for the quest the Defias Brotherhood. I have spent two hours checking the trail in Westfall. Even cleared out Gold Coast Quarry because some people said he might be in there. Waited at his spawn, and I cannot find him. What's super infuriating is I saw him when I was doing the quest before this one in the chain.

What I am asking is if anyone has had any issues with this and if so how do we rectify? I'm not sure how to do a bug report.

if you saw him before, it is highly likely that his respawn timer is long. If this is a quest that many people are running, you might want to try logging in during non-peak EU hours to find him. Like the Icecrown Eye above Shadowvault, these popular quest npc's are farmed often and likely take a long time to respawn.
