Why i can't create character with name what i can use right after server up, but after i delete him this name now unavailable, but any character with this name not exist in game now?

No, in this case instead this message should be "friend must be part of your alliance"

Deleted names can remain unavailable until the next server restart.

Okay, strange, why my another character avoid this and i can delete and mmediately create new with same name. But now my nickname available, yes.

Exactly, this is wrong on many levels. I can't be awake 24 hours checking when a server will DC so I can recreate my character.

Probably some coding limitation or low priority bug (no, I don't see shuffling names between characters as being important, even more so when compared to game mechanics bugs). Sometimes it just takes a while, not a full restart. Either way, just telling why I've seen that happen to other people.
