You have to finish a quest chain inside ICC, 25 player mode. If you don't have a guild this may take for almost ever.

You usually will need at least 2 lockout periods to get to http://www.wowhead.com/quest=24548 and you will need several weeks to finish this part. We had runs with people getting 1 shard, some runs people getting 6 shards. It's a matter of luck.
