Is droprate on uncommon and rare items extremely low?

I've grinded lvl 1 - 32 and only had one uncommon drop, am I just really unlucky or are the drop rates too low?

I'm pretty sure it is just blizzlike. Other servers have waaaaaay too high droprates on random green/blue/epics.
