With x1 rates, everything regarding leveling scales as it should. No need to reduce the cost... Obviously.
DualS is yet to be confirmed by the staff.
Just keep an eye at the Medivh announcement thread.
Dual spec is, as they say it, a quality of life feature, it facilitates nothing honestly, and I'm sure most would accept it, it's the best feature ever made honestly. I hope they don't discard it just for "hardcore's" sake...
Then play on one of the servers that has it. At this point in the game dual spec, achievements etc... did not exist, so why should it be added here?
In order to even do that they would have to implement a new patch bringing us even closer to wotlk, they've already given you amenities such as cheap mounts and at lvl 30. They should set us at an older bc patch imo.
