In most players' opinion paying anything that gives an advantage (hint spending less time to do something IS an advantage) is Pay-2-Win.
If you can buy gear in a few minutes to get what takes another player weeks or months to get, that is Pay-2-Win. It may not be Asian game levels of Pay-2-Win, but it still falls under the same idea.
Having said that, THERE IS NOTHING WRONG with Pay-2-Win. You can disagree with it, but because there is such a negative connotation with Pay-2-Win, people are afraid to use the term. If this is what helps supports Warmane's server, then who cares, if you don't like it play somewhere else, but don't act like it isn't Pay-2-Win when it clearly is.
Well if warmane wait players farm the gear first and add items to market later, I don't see this as P2W. It might feel like it to new players who join to server months after launch.

trying to argue its not p2w is just stupid. Embrace it and live with it. Dont blame the servers/games, blame the people that spend money on that instead of cool mounts, cosmetics and other fancy non combat items.
I suppose that items available in the shop are one tier below the highest tier available ingame?
If buying items that are in-game is considered pay-to-win, than what term do you use for systems where custom items are available for purchase à la WoWscape?
