For those of you looking to level fast, here are some guides that should be able to help you along. The 1-60 ones are balanced around Vanilla, so should you begin to outlevel parts you can skip the grinding sections or jump ahead a bit. The 1-60 guides also don't include quests added in the Burning Crusade.
Use of Quest Helper and/or Carbonite should help you with locations (I personally use both as they work slightly differently).
- The tried and true guide for the Horde by the player who had the fastest leveling times before the Burning Crusade.
- The Blood Elf starting area is the quickest way to level with the Burning Crusade (barring travel time), up to you if you want to travel there
- Does not include 1-30, author explains why

- The Draenei starting area, specifically Bloodmyst Isle is really efficient for leveling, although the final 3 quests are Draenei only
- If not willing to travel to the Draenei area, the Human starting area is a close second and usually levels 20-30 take place near there, so it could be faster
Leveling 60-70
Outland itself is really linear when compared to Azeroth, so leveling won't be all over the place. Here are two guides for streamlined leveling 60-70.

Nice! Reminds me of the ones I used on Vanilla and WotLK servers, glad to see one for the Burning Crusade. I also like how it using the waypoint arrows when you click on a section.
