Go arms and enjoy... easier to find 1 good weapon than 2 (and cheaper). A good weapon is all you need. Constantly.
Easiest to level with => Prot. Most fun while leveling => Arms. Best DPS => Fury. Ofc. that is my opinion.
Prot is worthless for levelling (or even high level solo-farming) in Burning Crusade.
Only in Wotlk did it receive the massive damage boost we know.
Fury doesn't need to dual wield to be able to do good dps, a 2h Fury Warrior can very well do more damage than a 2h Arms in a lot of cases, including at 70. Arms would be superior for PVP encounters while levelling though. Arms dps only really functions well with 33/28 Slam hybrid, and ofcourse hinges on a weapon specialisation (and you will go through many weapon types while levelling, meaning you won't always benefit). Fury doesn't have any of those limitations and can dps well with a 2h or dual wield.
Some history but prior to Blizzard allowing whirlwind to hit with the offhand it was outright better to level with a 2h as Fury in TBC than it was to dual wield, dual wield really only coming into its own at max level with decent gear.
Edit : And as for Prot don't do it, in WOTLK Prot was a dps monster but in TBC it's an entirely different story. You may be better off as Prot in the lower levels (pre 30 ish) marginally, but you're gonna struggle in the long run, go Fury or Arms.

Given this info, I'd probably level as prot to tank in dungeons until you get the quest for that amazing warrior 2h blue axe, then simply respec, unless you get a decent 2h before that.
but from what i've seen, if its a wipe, being prot or being fury with a shield makes barely any difference, so i'd also probably recommend fury/arms 2h and keep a 1h/shield for tanking
(arms has the advantage of thunder clap being improved dramatically and helps more in dungeons to keep aggro though)

on 40 you change to this
