New-ish player wants to start playing with a friend. Outland or WOTLK?

So I love me some old-school WoW compared to new wow.
I always assumed that WOTLK was THE version of wow to play, like the prime version of the game. but I only assumed this from word of mouth. Outland is currently a nice bit more popular than Wrath on these servers.
I was just wondering if anyone could give me a run-down of the differences between the two expacs?
If i was you, id play Wotlk. The que is insane right now on Outland and its probably not gonna fix itself in the near future. And Wotlk is the most balanced WoW of all expansions, imo. So if youre a PvP lover, then Wotlk is a better choice. PvE wise id choose BC over any WoW expansions. So you choose.
Black Temple and Ulduar are both highly considered some of the best raiding experiences of all time. I never got a chance to do a whole lot of either.
Class mechanics are more balanced all around in WOTLK. Some specs iirc still dont work in TBC or are very suboptimal and only brought for certain buffs.
