What some people seems to forget is that this is a NEW server. that meaning that most of the players are still leveling. so of course the cities will feel pretty empty.
Because people are out in the world leveling.

You can't compare it with a server where the majority of the players have managed to get to max level. And also don't forget this is a x1 server so getting to max level WILL take longer than on a x5 server. Meaning it will take longer compared to a x5 server before you have a max leveled player base that will hang around in outland, shattrat and capitols.

Edit: Also something to remember as there is a Tbc server, no dungeon finder tool that allow you to stand in a city all the time while leveling and just pop in and out of dungeons without having to leave the city.
This do make a difference in the number of players hanging around in cities. log unto a server With the dungeon finder and you will see a larger number of lower levels just hangign in the cities because they dont have to leave the city to get into a dungeon
