Does AQ/ZG gives Badges of Justice?

in others tbc servers badges were farmeables., then they removed them and the server just died.
So are these farmeables or not at all ?
Raid groups for these dungeons are fun as hell. and we can gear up twinks. to

Why would level 60 raids give lvl 70 emblems?

I hope to god not. it made heroics a ghost town on that server which ment that the people going to kara were most of the time *****s to playing their class.
