i am new here, and i want to stuck my experience to do only low level PVP , cause there are a lot of ppl playing and ecc , so my answer is. will they ever implement the xp rate 0 to make it possible ?

Experience in BGs wasn't a thing in TBC. That feature was adding in the middle of WotLK and effectively killed twinks.
