Can't choose between Aldor or Scryer

Like the title says, Im lvl 70 but khadgar wont give out the quest that leads too me choosing wich faction I want too join. Did I miss something or what is going on?

You need to take another quest, that leads you to Kadgar, there is a walking mob on the bridges or the enterences
