WotLK Warrior Critical Block talent working?

Is the warrior Critical Block talent working? I don't see any proc-ing icon and when I look at how much damage it says I can block it's still the same even after blocking some attacks

come to think of it ive never seen it proc myself :p and if that talent is not working is SS also getting the 15% crit?
