How does stealth work here?

My friend plays a rogue and people randomly spot him from stealth from 30y. He's also playing sub which has improved stealth.
Anyone else having this issue?

This. Playing lock in BG's I spot rogues from 30m all the time when I use the human racial along with felhunter out.
