On Icecrown mostly yes, Outlands has a few twinks (mostly 19) can't speak for the other realms.

If you mean 19 twinking, no it's definitely not dead. Not in Lordaeron at least, it's not as good as it used to be on old Lord on Molten but there are some nice WSG at peak times.

With high rates, Outland will always suck for twinking cuz leveling chars wont join games (no point to waste time on bgs, gear is grey up to 40s, have to move to BG master to even queue). And its hard to build twinking community on server with no leveling players to join. Especially when they force you to donate to skip queue.

Sadly it is, but small activity from time to time on MOP, any twinks or mention of them there is like they're a myth now.
